2011 BUDGET: Junior coalition partner Public Affairs support
a plan by Finance Minister Miroslav Kalousek who proposed to
declare a state of legislative emergency in Parliament as a way
to expedite the approval of budget cuts needed for the 2011
budget. The plan would partially circumvent the leading leftist
party the Social Democrats which gained a majority in a weekend
vote for the parliament's upper house and has said it would veto
the budget cuts. The veto could be overridden by the lower house
but this would mean a delay.
The legislative emergency situation would mean the leftist
party could only delay the approval by ten days, and not 30 days
as it could do otherwise.
