EU BUDGETS: Outgoing central bank Governor Zdenek Tuma said he rejected the idea the EU countries' budgets should be reviewed by the EU before they are approved in individual parliaments. The EU should not pile up additional authorities if it fails to properly use its present ones, namely it has failed to enforce that countries meet the Stability Pact rules.
